The Transition Readiness Program (TRP) works to ensure that Marines are prepared for their transition from military to civilian life and provides Marines and their families with the tools and resources needed to pursue the Department of Defense directed Career Readiness Standards. The program promotes awareness of the Career Readiness Standards (CRS) that Service Members must meet to create a successful transition and meet TAP compliance per the 10 U.S.C. § 1142(a)(4). Service Members must comply with the below conditions to become TAP compliant.
Completion of:
1. Initial Counseling
2. Pre-Separation Counseling
3. TRS or Pre-Retirement
4. 2-day track*
5. Capstone Review
6. Commander/Designee Verification

The Marine For Life Cycle model requires every Marine at their first Permanent Duty Station (PDS) to attend the Personal Readiness Seminar (PRS) within 90 days of their arrival per MARADMIN 568/16. The PRS provides Marines with an understanding of resources and program available to assist them with developing and supporting career and personal goals, while on active duty and beyond.
Due to the uprising of COVID-19 and the precautionary measures taking place, JRC will be canceling all classes until further notice. To complete this requirement, personnel must complete the online registration through Joint Knowledge Online (JKO) prior to completing the course. Service Members must schedule and complete their Individual Counseling (IC) appointment and Pre-Separation Counseling brief before attending the Transition Readiness Seminars per MARADMIN 632/19. Once an IC appointment has been scheduled, a transition staff member will provide instructions on how to access their counselor prior to their appointment via email. When scheduling the appointment, Service Members will have the option to elect for in-person or virtual style appointments during registration. The Transition Readiness Program (TRP) offers four 2-day tracks for Service Members and spouses to attend. The tracks provide assistance, information, and training in education, employment, entrepreneurship, or vocational goals. The 2-day tracks may be required based on the Service Members' transition pathway, identified during their Individual Counseling (IC).
Service Members can attend 2-day tracks at any time. It is highly recommended to complete a 2-day track before attending the Transition Readiness Seminar or Pre-Retirement Seminar but must be complete before a Service Member completes their capstone review. If you are unsure if a 2-day track is required, please refer to your eForm to identify your tier status.
A 2-day track is only required for Tier 3 Service Members; it is highly recommended for all other tiers.

Capstone Review is the culmination of the transition process and must be completed with a transition staff NLT 120 days from the Service Members’ End of Active Service (EAS). Service Members will be required to present their completed Career Readiness Standards (CRS) to a transition staff member before the Commander’s Verification phase. The CRS are deliverables demonstrating if the Service Member is prepared to pursue personal post-transition goals. A transition staff member will complete an in-depth review of the Service Members’ eForm, Individual Transition Plan (ITP), and all required CRS documents.
All transitioning Service Members must complete the following CRS in preparation for their Capstone Review:
· 12-month post-separation budget or Financial Planning Snapshot
· Individual Transition Plan (ITP)/Self-Assessment
· Military Occupational Crosswalk (MOC) Gap Analysis Worksheet
· VA.gov registration
· Continuum of Military Service Opportunity via the Reserve Opportunities and Obligation Brief (ROOB) (not required for Retirees)
Depending on the Service Members’ transition pathway (identified during their Individual Counseling) will determine what CRS documents will be required. Additional CRS are as follows:
· 2-Day track CRS deliverables* -Employment: Completed Resume or Verification of Employment -Vocational Training: Comparison of Technical Schools -Education: Comparison of Colleges/Universities -Entrepreneurship: None

When a Service Member is ready to complete their Capstone Review, they must:
Contact their Transition Readiness Seminar (TRS) advisor or specialist to request a Capstone Review in-person or virtual. If the Transition Advisor or Transition Specialist is unavailable, please email MCBB_TRP@usmc.mil to request a Capstone Review and include all required CRS documents and EDIPI number.
The Unit Transition Coordinator (UTC) coordinates with the installation transition office to ensure their Service Members within their units meet all requirements for the Transition Readiness Program (TRP). As the UTC, you will ease the process of transition to civilian life for all separating, retiring, deactivating, and demobilizing Service Members regardless of their rank. In order to become a UTC you must be appointed in writing by the CO. Please use the UTC letter template listed under resources. Once the letter has been completed please email a copy to MCBB_TRP@usmc.mil to request UTC training.
As a newly appointed UTC you must be:
· Appointed in writing
· In the rank of E-5 or above and not currently serving as the Career Planner
· At least 12 months remaining with the command
· Reports directly to the CO/XO
· Complete UTC training no later than 45 days of appointed letter

The CO or designee, as scheduled by the UTC, personally interviews each separating Service Member to determine if they have met all of the required Career Readiness Standards (CRS), have a viable plan to transition from military to civilian life, and has been provided a warm handover to connect with external agencies that offer additional assistance post transition through the eForm (DD2648). In order to become a designee, you must be appointed in writing.
As a newly appointed designee you must:
· Be appointed in writing by the CO or O5 (with court martial authority) and not appointed as a UTC
· In the rank of an E6 or above
· Receive designee training through the UTC or transition office
· Review CRS and address any areas of concern or non-compliance before electronically signing the eForm

The Department of Labor (DOL) Veterans' Employment and Training Service (VETS) is pleased to offer the Employment Navigator and Partnership Pilot (ENPP) program aboard Marine Corps military installations here in Okinawa.
